How does runic power work wow

Why do some Deathknight tooltips list "Requiers Runic Power"? How much Runic Power do thoes abilities use? Is using a Rune the only way to get Runic Power? When a warrior swings his weapon, he knows about how much rage he'll get, but it's based on the actual damage done, so it's not a set number.
